Untreated & Unhoused: A Review of LA County's Programs for People Experiencing Homelessness -- Budget and Performance

The LA Alliance for Human Rights has published an extensive budget and performance report on the County's behavioral health programs, many of which target people experiencing homelessness. The authors of the report, who consulted with H4WRD leaders along with a wide range of other experts in its preparation, examine the County’s budgets, metrics, and program reports including:

• Measure H
• The County’s use of Mental Health Services Act (MHSA) funds
• Full Service Partnerships (FSP)
• Efforts to address substance use disorders among the homeless population
• The Department of Mental Health’s services for people experiencing homelessness
